In Lenawee County, the initial criminal arraignment and first bond decision occur in the 2A District Court (425 N. Main St., Adrian; 517-264-4675), where the judge or magistrate advises charges and sets bond. For misdemeanors, the District Court retains the case. For felonies, the District Court conducts a probable-cause conference and a preliminary examination; if the judge finds probable cause, the defendant is bound over to the 39th Circuit Court of Lenawee County for arraignment on the information and trial. At each stage the judge sets bond after weighing factors such as the seriousness of the charge, prior record, ties to the community, and risk of flight or danger, and may order a personal recognizance (PR), 10%, cash, or surety bond.
